My Lord,
Referring to Your Lordship's Despatch No. 315 of the 22nd December last, I have the honour to forward for the information of the Board of Trade a copy of a report from the Mercantile Marine Office, in which the Harbour Master concurs regarding the leaving behind of discharge certificates by Chinese Seamen, when they proceed to sea.
2. The suggestion made in the last paragraph of the letter from the Board will in future be complied with.
